Are you ready to play a key role in shaping how the Council understands performance, demand and impact as we deliver a wide‑ranging Modernisation Programme?
Redbridge Council is looking to recruit 2 x Modernisation Data & Insights Analysts to provide the analytical capability that underpins our modernisation portfolio. These roles will sit at the heart of critical activity, transforming data into insight that supports decision‑making, strengthens governance and evidences impact.
About the Role:
As a Modernisation Data & Insights Analyst, you will provide embedded analytical support across a fast‑moving and high‑profile programme of work. You will develop a strong understanding of service and programme baselines, drawing on both qualitative and quantitative data, alongside desk‑based research and evidence gathering, to build a comprehensive view of current performance.
You will analyse and synthesise multiple forms of information to interpret findings, identify key themes and trends, and produce clear, evidence‑based insight and recommendations for senior leaders.
Working at the interface between Modernisation, Performance & Insight, Finance, Digital and services, you will ensure there is a shared understanding of performance, trends and how the organisation is performing against its plans and intended outcomes.
Overview of the role:
- Develop and maintain performance frameworks to support the Modernisation Programme, aligning measures to priorities, benefits and outcomes
- Produce high‑quality dashboards, reports and briefing packs for programme boards, DMT and Cabinet to support decision‑making
- Analyse complex operational, financial and performance data to identify trends, variance and emerging performance implications
- Establish baselines and support the tracking of benefits, including savings, demand reduction and service improvements.
- Carry out in‑flight and post‑implementation analysis to assess whether intended outcomes are being achieved
- Design and develop Power BI dashboards and reporting products that provide a clear, portfolio‑level view of performance
- Improve the flow, quality and consistency of management information used across the programme
- Respond to urgent and ad‑hoc analytical requests, working flexibly across multiple service areas
- Work collaboratively with colleagues across Modernisation, Finance, PMO, Digital and services to align data and strengthen insight. Provide regular updates to senior management and stakeholders on project progress and performance.
- Partner with other Performance & Insight analysts to enhance and streamline reporting, ensuring a coherent and joined‑up performance narrative Oversee procurement processes, including preparing bid documents and evaluating proposals.
About You
- Experience working in a performance, insight or analytical role within a complex organisation (local government desirable)
- Strong analytical skills, with the ability to work with complex datasets and translate them into clear, actionable insight
- Experience undertaking desk‑based research, evidence reviews or data gathering, and the ability to interpret and evaluate findings critically
- Proven ability to analyse, interpret and synthesise complex information, identifying key messages and making well‑evidenced recommendations.
- Experience producing dashboards, reports or briefings for senior stakeholders
- Proficiency in tools such as Excel and Power BI, with experience designing clear and effective visualisations
- Ability to work at pace, manage competing priorities and respond flexibly to emerging demands
- Strong communication skills and the confidence to engage with senior stakeholders
- A collaborative mindset and the ability to work across teams to deliver shared outcomes
Desirable
- Experience supporting transformation or modernisation programme
- Knowledge of demand modelling and understanding service demand drivers and future pressures
- Advanced analytical capability, including Power BI (DAX), SQL, or coding tools such as Python or R
