Redbridge Council is delivering an ambitious Modernisation Programme to help shape the future of the organisation. Working in partnership with services across the Council, the programme focuses on improving how services are designed and delivered, making better use of data, digital technology and innovation to improve outcomes for residents and ensure services remain sustainable for the future. 

 
We are looking for a Modernisation Programme Manager to lead high-profile programmes of work across the Council and support services to deliver practical, lasting improvements. 

 
About the Role  
As Modernisation Programme Manager, you will provide leadership across a portfolio of complex programmes, working closely with Directors, Heads of Service, project teams and service colleagues. 

You will ensure programmes are well planned, effectively governed and delivered at pace, with clear milestones, risks, dependencies, benefits and outcomes. You will also play a key role in supporting senior decision-making and ensuring delivery remains aligned to the Council’s strategic priorities. 
 

Overview of the role: 
- Lead the delivery of complex, cross-Council modernisation programmes. 
- Develop and maintain programme plans, delivery roadmaps and governance arrangements. 
- Work with senior stakeholders to define priorities, manage dependencies and unblock issues. 
- Provide clear reporting on progress, risks, issues, milestones and outcomes. 
- Oversee benefits tracking and ensure programmes deliver measurable improvement. 
- Lead multidisciplinary delivery teams, including project managers, project officers, business analysts and service colleagues. 
- Support services to identify opportunities for improvement, innovation and better ways of working. 
- Ensure programmes are delivered to agreed timescales, quality standards and strategic objectives. 
 

About You 
You will have significant experience of leading complex programmes in a large organisation, with strong governance, stakeholder management and delivery skills. 

You will be confident working with senior leaders, managing competing priorities and bringing people together to deliver shared outcomes. You will be organised, resilient and able to translate complex challenges into clear plans and practical delivery. 
 

You will also bring: 
- Strong programme management experience from initiation through to delivery. 
- Excellent communication, influencing and presentation skills. 
- Experience managing risks, issues, dependencies, benefits and reporting. 
- The ability to lead and motivate multidisciplinary teams. 
- A proactive, collaborative and solution-focused approach. 
- A recognised programme or project management qualification, such as MSP, PRINCE2, APM or equivalent, is desirable.
