Bromley Council is seeking a Capital Project Lead to provide strategic leadership and expert oversight across a diverse portfolio of capital construction projects – from large-scale developments to smaller, high-impact schemes.
This is an exciting time to join us as we navigate a politically complex and financially constrained environment, delivering construction projects that maximise value for money and enhance services for our community. You’ll lead full life cycle delivery (RIBA Stage 0-7) from concept to completion– ensuring projects are delivered on time, on budget, and aligned with our corporate objectives.
As a key player in implementing the Corporate Landlord Model, you’ll bring professional credibility, sound judgement, and the ability to thrive in challenging contexts. Working collaboratively with stakeholders, you’ll develop strategic estate solutions that optimise property assets and drive service excellence.
What we’re looking for:
· Comprehensive knowledge of construction related systems of work including (Microsoft Project, RIBA Plan of Work Stages, and a wide range construction related technologies, techniques and management principles).
· Strong understanding of property and construction law, Local Authority procurement legislation, financial rules and construction contracts.
· Familiarity with the Corporate Landlord Model and estate optimisation principles.
· Expertise in construction capital programme/project governance and delivery.
· Personable individual capable of leading multiple stakeholders, professional construction design consultants and contractors.
· Comprehensive knowledge of construction techniques and the ability to challenge design choices and on-site building methodologies.
