Job Description
OverviewThe London Borough of Harrow is seeking an experienced and motivated Senior Contract and Monitoring Officer to join the Adults and Public Health Directorate within the Strategy and Commissioning team. This is an exciting opportunity to play a key role in ensuring high-quality, safe and effective services are delivered to vulnerable adults, children and young people across the borough. Working closely with providers, commissioners, operational teams and partner organisations, you will help ensure commissioned services deliver positive outcomes and represent value for money.
Reporting to the Head of Service, Commissioning, you will lead on the monitoring and review of commissioned services across Learning Disabilities, Mental Health, Younger Adults and Children’s services. You will work closely with service providers to assess performance, quality, compliance and service delivery against contractual requirements, ensuring issues are identified and addressed promptly. The role will involve undertaking monitoring visits, producing detailed reports, developing improvement plans, supporting commissioning and procurement activity, and working collaboratively with safeguarding teams, operational staff and external agencies such as the Ofsted.
This is an excellent opportunity for a skilled professional who enjoys partnership working, service improvement and quality assurance. You will play an important role in shaping services, supporting market development and ensuring that vulnerable residents receive safe, effective and person-centred support. We are looking for someone who combines strong analytical and relationship management skills with a proactive approach to problem-solving and continuous improvement. About You
The successful candidate will have:
- Experience of working within social care, health, commissioning or a related field.
- Experience of monitoring, reviewing or evaluating services and provider performance.
- Experience of working with providers, service users, carers and other stakeholders.
- Knowledge of quality assurance, contract monitoring and performance management processes.
- Experience of producing clear, accurate and detailed reports.
- Strong communication skills, both written and verbal.
- Excellent interpersonal and relationship-building skills.
- Experience of working with multiple agencies and partner organisations.
- The ability to analyse information, identify trends and make evidence-based recommendations.
- Experience of supporting commissioning, procurement or service development activities.
- The ability to manage challenging conversations and influence service improvement.
- Strong organisational skills with the ability to manage competing priorities and meet deadlines.
- Experience of developing, monitoring and following up improvement action plans.
