Job Description

Overview

This is an exciting opportunity to join the London Borough of Harrow's Public Health team in a newly created role that will play a key part in improving health and wellbeing across the borough.

As the Digital Engagement Lead, you will lead the development and delivery of strategic communications, marketing and digital engagement activity across the Harrow Borough-Based Partnership, helping residents access clear, trusted and accessible health information while promoting healthier behaviours and reducing health inequalities. Drawing together the expertise and resources of local government, the NHS and voluntary sector partners, you will ensure that communications and engagement activity supports shared health and wellbeing priorities and delivers meaningful impact for Harrow residents.

Working collaboratively with senior leaders, programme leads and partners, you will lead the development of partnership-wide communications strategies, campaigns and digital engagement initiatives. You will oversee the ongoing development of the Healthy Harrow platform and associated digital channels, ensuring they provide high-quality, accessible and engaging content that connects residents with the services and support they need. Using audience insight, data and evaluation, you will continually improve campaign performance and help maximise engagement with key public health priorities.

About You

The successful candidate will have:

  • Proven experience of leading strategic communications, marketing and engagement campaigns from planning and delivery through to evaluation and continuous improvement.
  • Excellent knowledge of communications, marketing and digital engagement principles, with an understanding of how these can support behaviour change, service uptake and improved health outcomes.
  • Experience of managing websites, digital platforms and online engagement channels, with strong digital content development skills.
  • Ability to develop and deliver integrated communications and engagement strategies that align with organisational priorities and deliver measurable impact.
  • Strong written and verbal communication skills, with the ability to translate complex information into clear, engaging and accessible messages for diverse audiences.
  • Excellent stakeholder engagement and influencing skills, with experience of building effective partnerships across organisational boundaries and working collaboratively to achieve shared objectives.
  • Experience of using audience insight, research, analytics and performance data to inform decision-making, evaluate impact and drive continuous improvement.
  • Ability to manage multiple projects, competing priorities and deadlines while maintaining high-quality standards and attention to detail.
  • Experience of commissioning, managing and monitoring external suppliers, contracts or communications services to ensure value for money and successful delivery.
  • Knowledge of accessibility standards, digital inclusion principles and the importance of producing inclusive communications that meet the needs of diverse communities.
  • Good understanding of health inequalities, health literacy and the factors that affect people's ability to access information, services and support.
  • Ability to identify opportunities for innovation, manage communications and reputational risks, and respond effectively to emerging priorities and public health issues.
