About Us:

THE EXTRAORDINARY STORY OF THE IMPOSSIBLE DREAM

Housing and Commercial Partnerships in Westminster City Council is a world of extraordinary stories. Where people use their vision and commitment to open doors for the next generations.

Nothing beats the feeling of helping someone find their passion. At Westminster City Council, our City Lions team helps young local people engage with culture, creativity and dreams. When they came across a lonely, isolated 16-year-old who called himself a failure, they knew what to do. They worked 1-2-1 to find the thing this boy really loved. YouTube, it turned out. But it’s impossible to turn that into a career, right? Wrong. A week later, he was enrolled on the British Film Institute film-making programme. It was the ultimate light-bulb moment. And it turned him into what he is today – a budding Spielberg with a world of opportunity at his feet.

The Role:

As an Estate Services Officer with our high profile team you can make your own powerful contribution to Westminster’s success. Maintaining safe, pleasant and welcoming communal areas on estates and in our residential blocks, it’ll be your task to monitor contracted services to ensure residents enjoy the highest standards of cleaning and grounds maintenance. Providing emergency call-out cover for situations requiring attendance regarding housing management or repairs, you’ll be a friendly, approachable and customer-focused presence on our estates.

In detail, your work will involve the ad-hoc and programmed inspection of blocks, ladders, roofs and secondary means of escape. Undertaking fire risk assessments, communal lighting inspections and visual checks of plant rooms, notice boards and playgrounds, you’ll arrange repairs, report any concerns and ensure that any Health and Safety issues are rectified. Giving access to secure spaces to approved contractors, managing bulk refuse and helping to identify the perpetrators of fly tipping, you’ll also inspect communal areas to ensure that residents are not storing items which pose a risk to other people.

You’ll have a wide range of additional responsibilities – these include the monitoring and management of contractor facility rooms, writing reports for presentation at evening meetings with residents, and helping to ensure the service we provide meets performance indicators while providing great value for money. Carrying out meter readings in communal areas, identifying the owners of unauthorised satellite dishes, recording incidents of graffiti, arranging for its removal and assisting with enforcement, we’ll also expect you to help investigate complaints or requests for information related to estate services, and work to ensure compliance with relevant council standards, policies and procedures.

Please refer to the Job Descriptionfor more information.

About You:

To be a success in this fast-paced, front-line role you’ll be highly professional and approachable, and have well developed experience of dealing with the public while providing great customer service. You’ll be working closely and co-operatively with the Housing Management team so we’ll also look for excellent team working skills and the ability to prioritise your tasks to set targets while managing competing demands.

An excellent written and verbal communicator with superb interpersonal and relationship skills, you should have a good understanding of diversity and equal opportunities, and be confident when it comes to dealing with difficult or challenging behaviour. And as you’ll be expected to use mobile technology to record inspections and photograph evidence, you should be a proficient user of IT and hand-held devices.

Experience of working in an estate services or housing management role would be desirable, and in addition to being highly motivated, friendly and proactive, you’ll have a customer-focused approach to your work and be capable of inspiring enthusiasm while liaising with contractors, staff and residents. The out-of-hours service we provide is based on a rota and can involve covering for colleagues at short notice – with this in mind, you should also have a flexible and adaptable approach to your duties.
