Job Introduction

Programme Manager - Pride in Place (Thamesmead Birchmere Park)

Grade PO6 | Fixed Term for 3 Years

Shape the future of Thamesmead Birchmere Park and help deliver lasting change for local communities.

The Royal Borough of Greenwich is seeking an experienced and motivated Programme Manager to lead the delivery of the Pride in Place Programme in Thamesmead Birchmere Park.

Pride in Place is a ten-year investment programme bringing £20 million of funding into the neighbourhood to support locally-led improvements, strengthen community pride, and create opportunities for residents. This is a rare opportunity to play a central role in a high-profile programme that places local people at the heart of decision-making.

Working closely with an independent Neighbourhood Board, Independent Chair, residents, partners and stakeholders, you will oversee the development, implementation and monitoring of projects worth approximately £2 million per year, ensuring they deliver meaningful outcomes for the community while meeting the highest standards of governance and accountability.

About the Role

As Programme Manager, you will act as the key link between the Royal Borough of Greenwich, the Neighbourhood Board, local stakeholders and government departments. You will provide strategic leadership and day-to-day programme management, ensuring effective governance, financial management, monitoring, evaluation and community engagement.

You will:

  • Lead the implementation and delivery of the Pride in Place Programme for Thamesmead Birchmere Park.
  • Support and advise the Independent Chair and Neighbourhood Board in the development and delivery of projects.
  • Manage programme budgets, project delivery, procurement and grant funding processes.
  • Ensure compliance with government funding requirements and public sector governance standards.
  • Develop strong relationships with residents, community groups, elected members and partner organisations.
  • Oversee programme monitoring, evaluation, risk management and performance reporting.
  • Champion transparent and inclusive decision-making that reflects local priorities and aspirations.
  • Promote Pride in Place through effective communication, engagement and partnership working.

About You

We are looking for a proactive and highly organised professional with significant experience of managing complex programmes, projects or regeneration initiatives within the public, voluntary or private sectors.

You will have:

  • Experience of managing large-scale programmes and project portfolios, including budget management and performance reporting.
  • Strong knowledge of project governance, risk management, procurement and grant funding processes.
  • Excellent stakeholder management and partnership-building skills.
  • Experience of working with community organisations, residents and voluntary groups.
  • Strong communication and presentation skills, with the ability to engage confidently with a wide range of audiences.
  • The ability to manage competing priorities and deliver outcomes in a complex political and community environment.
  • A commitment to transparency, inclusivity and resident-led decision-making.

Experience of regeneration, economic development, neighbourhood renewal or place-based programmes would be particularly beneficial.
